Drug and Alcohol Testing Cooperative

The Drug and Alcohol Consortium, through the contracted third-party administrator, provides program assistance for drug and alcohol testing in full accordance with current U.S. DOT and FHWA regulations.

This program also offers assistance for conducting on-site Annual School Bus Driver Physical Examinations in accordance with current U.S. Department of Transportation and Federal Highways Administration regulations.

Texas Transportation Code Annotated §521.022 (Vernon Supp): Title 37 Texas Administrative Code §14.12, requires all Texas school bus drivers to undergo an annual medical examination.  

The student testing program provides assistance for drug & alcohol testing in accordance with current SAMHSA (Substance Abuse & Mental Health Services Administration; an agency of the U.S. Department of Health and Human Services) regulations.

We now offer this service on-site at your district location

Our program meets all DPS, DOT, and FHWA requirements. We will provide certified medical personnel, all necessary equipment and paperwork required to conduct the examinations. This program is administered in a timely and confidential manner, with the average time from arrival to departure estimated to be around 30 minutes. All bus driver physical examination results will be maintained for one year from completion. The program is oriented towards meeting the annual driver physical requirement and, at this time, is not designed for individual driver personnel. This membership cooperative will provide a discounted cost for your Testing and Physical needs. There is a minimum of 20 drivers per site visit otherwise a $150 trip charge will be incurred (nearby districts may combine drivers).

  • Policy design and review assistance
  • On-site collection services as desired
  • Out-of-district, accident-related alcohol and drug driver testing at no additional cost
  • Record keeping and DOT audit assistance
  • DOT-mandated supervisor and driver drug and alcohol training classes at modest cost

The Inter-Region Student Drug and Alcohol Testing Cooperative assists members districts by managing, through a third party administrator, a turn key student drug and alcohol testing program.

Standard Program Requirements

  • Minimum of 50% of pool to be tested during the school year Monthly test for the random pool

  • Number of students tested
  • Number of students tested each session
  • Number of drugs tested
  • Types of drugs tested
  • Follow-up services

A standard program is currently available but a customized program can be developed to meet your districts unique testing needs. Let us know your custom requirements and we will develop a plan to fit your needs.
