To maintain this vision, and ensure students and alternative teacher certification candidates receive the preparation necessary for success, our policy continues to require TOPP candidates to successfully pass a content TExES certification exam prior to receiving an intern certification.

Applicants admitted after the June 22, 2021 application deadline will be preparing to teach as a 2021-2022 school year late hire, or to teach in the 2022-2023 school year.

  • Submit All College and UniversityTranscripts for Review:
    From every accredited community college and university attended, including dual credit coursework earned while in high school.

  • Meet one of the following criteria:

    Qualify with a 2.75+ G.P.A within the last 60 hours of  required coursework hours

    Pass the TX PACT - Content Test 

  • Online Teacher Pre-Screener Instrument:
    Applicants meeting the Transcript Requirements will receive a link for the pre-screener (ie.; The Haberman Educational Foundation) to assess the applicants' aptitude for teaching a diverse student population.  A passing score on the pre-screener Instrument is required.

  • Acceptance Letter:
    A TOPP Acceptance Letter will be emailed to qualified applicants once the above application requirements have been completed and reviewed. 

  • Orientation:
    Gain access to test preparation resources and initial training sessions. 

If you have reason to believe that you may be ineligible for educator certification due to a conviction or deferred adjudication for a felony or misdemeanor offense, it is advised that you request a Preliminary Criminal History Evaluation. For more information or to request a Preliminary Criminal History Evaluation, visit the Texas Education Agency Website.

  • TX PACT content exams are not used for certification, and are not subject to the five-time limit.
  • TX PACT content exam scores are valid for EPP enrollment purposes for one calendar year.
  • Exam fees for most TX PACT areas will be $106, and $56 for exams with subtests (e.g. American Sign Language and Essential Academic Skills, etc.) The fee will continue to be assessed.
  • All testing candidates will need a TEA ID number before registering with Pearson. The Educator Certification Online System (ECOS) for Educators that is accessed through TEAL will provide a TEA ID. For help with TEAL account access, please enter a request to TEAL Access through the TEA Help Desk.
  • If you have questions, please submit a ticket through the TEA Help Desk, or visit the Pearson Texas program website, and click “Contact us.” 

Foreign Credential Evaluation

You are required to have a complete transcript review by an approved Foreign Credential Evaluation Service.


Mail the sealed, official foreign transcript evaluation* to:

*TOPP will only accept official foreign transcript evaluations submitted to TOPP in the transcript evaluation company's sealed envelope or submitted to TOPP electronically by the transcript evaluation company. 

English Language Proficiency Requirement

Educators who apply for certification after October 22, 2017 are required to demonstrate English language proficiency by fulfilling one of the following requirements: 

• Completion of an undergraduate or graduate degree at an accredited institution of higher education in the United States, not including US Territories.

• Completion of an undergraduate or graduate degree earned at an institution of higher education in a country outside of the United States approved by the State Board for Educator Certification (SBEC).

• Verification of minimum scaled scores on the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). To have scores submitted directly to TEA use the agency code 8225.
